C'est en janvier 1981 qu'a lieu la première assemblée publique pour discuter d'un projet de radio communautaire à Edmundston. En décembre de la même année, les instigateurs du projet procèdent à l'incorporation de l'entité sous le nom de La Coopérative des Montagnes ltée. En 1985 et 1986, les communautés de Grand-Sault, Kedgwick et St-Quentin se joignent au projet.

Après avoir fait les études et les demandes de permis nécessaires,  c'est le 15 février 1989 que le CRTC approuve la demande de radio communautaire de la Coopérative des Montagnes. Finalement, c'est le 2 avril 1991 que CFAI commence la diffusion de ses émissions.

C’est le 4 décembre, 1944, que la population a entendu pour la première fois « Ici CJEM, La voix du Madawaska ».  CJEM a été fondé par deux familles, Michaud d’Edmundston (NB) et Brillant de Rimouski (QC), qui sont d’ailleurs toujours les propriétaires actuels. En 2009 on y fêtera 65 ans de radiodiffusion.
